Description

We are looking for a Consultant to join CSTEP’s Technology Assessment team. The role involves conducting primary and secondary research, collecting and analysing data, mapping policy and technology landscapes, and generating insights to support fact- and evidence-based studies on technology sovereignty.


Responsibilities


  • Conduct literature reviews and map policy landscapes across critical, emerging, and strategic technologies.
  • Plan, coordinate, and conduct primary expert interviews and consultations with government officials, industry leaders, and domain experts.
  • Collect, structure, and analyse secondary data on trade statistics, patent metrics, publication trends, and investment flows.
  • Translate research findings into clear analytical matrices, visualisations, and comparative models to support evidence-based outputs.
  • Coordinate and document stakeholder consultations, workshops, expert roundtables, and policy dissemination sessions.
  • Contribute to the development of technology sovereignty frameworks, prepare presentation decks, and support the team in meeting project milestones.
  • Co-author policy briefs, working notes, executive summaries, and research reports within agreed timelines.


Qualifications and Experience


  • Master’s or Bachelor’s degree in public policy, international relations, economics, strategic studies, technology, or a related discipline. A specialisation in technology policy or geopolitics will be preferred.
  • 1–2 years of experience at a policy think tank, research institute, consulting firm, or academic environment focused on policy analysis or technology research. Prior working experience in critical technology mapping will be preferred.


Skill Set


  • Ability to actively contribute to brainstorming sessions and provide critical inputs towards developing analytical frameworks for technology sovereignty.
  • Working knowledge of academic, patent, and startup databases, such as Web of Science, OpenAlex, PatSeer, and Tracxn, or similar platforms, for scientometric mapping and data interpretation.
  • Strong communication skills, with the ability to independently reach out to, schedule, and conduct interviews with domain experts and government officials.
  • Proficiency in MS Excel for data cleaning, structuring, dataset management, and basic quantitative analysis.
  • Ability to analyse and synthesise complex technical literature, regulatory frameworks, and policy documents into concise, actionable insights.
  • Ability to draft clear, well-structured, professional, and error-free policy briefs, executive summaries, and research reports.
  • Strong organisational skills, with the ability to prioritise tasks and meet tight deadlines in a fast-paced research environment.
  • Ability to quickly learn new domain concepts and analytical frameworks and apply them effectively to project deliverables.
