Professor Julian Marshall holds a PhD from the University of California Berkeley, Energy and Resources Group. He has been a post-doctoral fellow at the School of Environmental Health, University of British Columbia.

Professor Marshall is the John R. Kiely Endowed Professor in the Department of Civil & Environmental Engineering, University of Washington (UW). His research is at the intersection of air-quality engineering and public health: understanding how much pollution people breathe, and how to reduce those exposures. At UW, he founded the Grand Challenges Impact Lab (GCIL) that offers a winter quarter class in Bangalore, India, where students work with local organisations to apply tools of social innovation to local problems such as rural education, sanitation, low-income housing, public health, migration, and more. He is also the dual PI for the Center for Air, Climate, and Energy Solutions (CACES).

At CSTEP, he is a member of the Technical Advisory Board.
